You are probably running two versions of Premiere. CC7 and CC14.
The upgrade does not overwrite the previous version, they are two different apps.
Also the desktop icons look the same for both apps.
I am guessing you opened CC7 and was trying to open a project made in CC14, hence the 'error' message.
Open CC14 via Start (windows) and then open your project.
