Re: output size in premiere 6 doesn't match settings

I usually work on a 1280x720 sequence in premiere and videos that are uploaded to our streaming sever get exported at 640x360. I was under the impression that since the width and height do not change the output file size, the bit rate will be used over a smaller area and therefore will look better. I exported a video at 640x360 with a target bit rate of 2.5 and it looked terrible. I did a second export at 640x360 with a target bitrate of 4 and it looked great. I then output a third version at 1280x720 with a target bitrate of 2 and it looked almost as good as the 640x360 with the target bit rate of 4. Since our streaming server automatically sizes the videos to a small player window with an option to full screen the video I guess my best option is to start exporting the videos at 1280x720.
